Strange / unfrequented stores that never close?

<!-- SC_OFF --><div class="md"><p>I spent many years living in Dobbs Ferry and going to school in Mamaroneck, and regularly go back to visit. I don't want to name any store specifically, but if you walk down Cedar St in Dobbs right now you'll know what I mean: stores that, for over a decade, I've never seen anyone walk in or out of, with extremely sparse and/or dated inventory, that never seem to close. </p> <p>My first instinct was money laundering, but, having read a bit more on the subject, it looks like post-Amazon, a lot of commercial property owners apparently offer very cheap rent, sometimes for online retailers who don't need foot traffic. So which one is it? Are the municipalities also involved here?
