Dispensaries in Mount Vernon, NY: Westchester's First Licensed Shop and Two More

Mount Vernon opened Westchester's first adult-use dispensary in December 2023 and now has three operating licensed shops. Here is where each one is, how to get there by train, and the national historic site at the city's south end.

Dispensaries in Mount Vernon, NY have a claim no other Westchester city can make: the county's first legal adult-use store opened here. Three operating licensed shops have a Mount Vernon address on the state's license register as of 2026, from South Terrace Avenue to the Fleetwood section to East Sandford Boulevard. For adults 21+ in the southern tier of the county, or crossing the line from the Bronx, Mount Vernon is a compact, close-in option with three Metro-North stations and no shortage of choice.

Elevate: Westchester's first

Elevate, 127 South Terrace Avenue, opened as the first adult-use dispensary in Westchester County. Its license came through on December 4, 2023, and it began a soft launch the next day, right after a court settlement ended the lawsuits that had stalled New York's retail licensing program for months. The formal grand opening followed on February 20, 2024. Elevate holds a conditional adult-use retail license, the social-equity round created to put the first stores in the hands of people affected by past cannabis enforcement.

Fleetwood: Nuna Harvest

Nuna Harvest, 696 Locust Street, sits in Fleetwood, the residential north end of the city. It opened to the public in September 2024, also under a conditional license. Fleetwood has its own station on the Harlem Line, which makes this the Mount Vernon shop most likely to come up for commuters on that line. Check the shop's own site for current hours before going.

The newest: Good Vibes NYC

Good Vibes NYC, 418A East Sandford Boulevard, opened in August 2026, according to the state register, making it the newest licensed shop in the city. It also holds a conditional license. New shops adjust hours and menus in their first months, so call or check online before going.

What the register shows next

Two more Mount Vernon licenses sit on the state register without an open store: one approved location on East Prospect Avenue listed as not operating, and other applications still in process. Neither belongs in a plan until the register lists it as operating, and the verification page at cannabis.ny.gov is where an opening will show up first.

Getting there

Mount Vernon is served by two Metro-North lines:

  • Harlem Line: Mount Vernon West and Fleetwood.
  • New Haven Line: Mount Vernon East, the first stop after the New Haven Line splits from the Harlem Line.

Trains from Grand Central take about 30 minutes. For drivers, the city sits between the Bronx River Parkway and the Hutchinson River Parkway, with the Cross County Parkway running through its north end.

St. Paul's Church: the city's history stop

St. Paul's Church National Historic Site, 897 South Columbus Avenue, is the National Park Service site at the southern end of the city. The church played a central role in colonial Eastchester from 1665, and during the Revolution troops tore down the old wooden meetinghouse for firewood and used the unfinished stone church as a hospital. The cemetery holds generations of local history, including Rebecca Turner, a formerly enslaved woman who attended the church and for whom a local elementary school is named.

Hours follow the season:

  • Early January through late June: Monday through Friday, 10 AM to 5 PM, plus the second Saturday of each month, noon to 4 PM.
  • Early July through late December: Tuesday through Saturday, 10 AM to 5 PM.
  • Closed: New Year's Day, Thanksgiving and Christmas Day.

That means the winter switch happens in early January. A December visit runs Tuesday through Saturday; from January the site moves to weekdays.

Before the visit

  • Verify first. Verify licensed status via the OCM QR code at cannabis.ny.gov. Every licensed shop posts the code near the entrance, and a scan rules out unlicensed storefronts that look the same from the sidewalk.
  • ID. Adults 21+ only, with a valid government-issued photo ID. Out-of-state licenses are accepted.
  • Limits. Up to three ounces of flower and 24 grams of concentrate in possession.
  • Edibles. Start low, go slow, and read the serving size on the label.
  • Tax. A 9 percent state and 4 percent local retail cannabis tax applies at checkout.
  • Public space. New York state law prohibits cannabis consumption on state-owned land and in public spaces. City sidewalks, the parks, the station platforms and the historic site grounds all count.
  • The ride home. Purchases stay sealed. Driving impaired is illegal in New York.

A quieter kind of shopping trip

For a lot of southern Westchester residents, the shift is less about the product than the errand. Buying from a licensed store, with a printed label, a lab-tested product and a receipt, replaces the guesswork of the unlicensed shops that opened before the legal market did. Mount Vernon's three stores are close enough together that comparing menus takes an afternoon, not a weekend, and the city is the nearest licensed option for neighboring Bronxville.

Beyond Mount Vernon

Yonkers, next door to the west, has six operating licensed shops, most along Central Park Avenue. Bronxville, to the north, opted out of dispensaries, so its residents shop in Mount Vernon or Yonkers. New Rochelle, a few stops up the New Haven Line, has three of its own. The Mount Vernon hub collects everything published about the city, every licensed address in the county is on the dispensary map, and what's on this season is on the events calendar.
