New Dispensaries in Westchester (2026): Peekskill, White Plains, Mount Vernon and New Rochelle

Five licensed shops opened in Westchester between late April and September 2026, two of them in Peekskill. Where they are, when they opened, and what is licensed but not open yet.

Westchester's dispensary map filled in fast in 2026. Five licensed storefronts opened between late April and September, in Peekskill, White Plains, Mount Vernon and New Rochelle, and the state's license data lists close to twenty more Westchester locations that hold a license but have not opened yet. Everything below is for adults 21+, and every shop described as open appears as operating in the Office of Cannabis Management's (OCM) license data as of 2026.

The new shops, in order of opening

Peek Buds, Peekskill (opened April 28, 2026)

Peek Buds is on the ground floor of 1719 Main Street, and it became Peekskill's third licensed dispensary when it opened at the end of April, after Valley Greens and Cloud 914. Owner Steven Schaaff told the Peekskill Herald the shop is a family business he runs with his son, Derek, and that the pitch is customer service and fair pricing. It holds a conditional adult-use retail (CAURD) license, the state's first-round program for businesses owned by justice-involved individuals.

Pifford's, Peekskill (opened June 9, 2026)

Five weeks later, Pifford's opened at 500 Highland Avenue, according to OCM's records. The city approved the location in August 2025, and the Herald reported a "coming soon" sign on the door in early June. The owners are Cliff Mascarenhas and Naomi Vogt, and Vogt's business profile describes an education-first approach. It is also a CAURD licensee, and it makes Peekskill a four-dispensary city.

Flos, White Plains (opened August 6, 2026)

Flos, licensed as NY Flos, opened at 45 Aqueduct Road in White Plains in early August. Its site offers pickup and delivery ordering and leans on lab-tested products, local hiring and the social-equity side of New York's licensing program. Another CAURD licensee.

Good Vibes NYC, Mount Vernon (opened August 10, 2026)

Four days later, a CAURD licensee listed in state records as Good Vibes NYC opened at 418A East Sandford Boulevard in Mount Vernon. It is the city's third operating dispensary, after Elevate Cannabis, which opened as Westchester's first in December 2023, and Nuna Harvest. No public storefront name beyond the license name turned up in a search, so check the sign and the OCM QR code at the door. Directory listing: Good Vibes NYC.

The Plantologist, New Rochelle (opened September 9, 2026)

The newest shop in the county is The Plantologist, at 365B North Avenue in New Rochelle. The license belongs to Soulful Matter LLC, a minority-owned business per OCM, and the storefront name is the one on its own site, which now reads "We Are Open New Rochelle!" Before the store, the space housed a cannabis education and workforce-development hub. It joins Highlife Health on Huguenot Street and The Cannabis Reserve in Wykagyl as New Rochelle's third operating dispensary.

Earlier in 2026

Three more shops opened in the first four months of the year, per OCM's data:

Licensed, not yet open

Croton-on-Hudson is next in line. The village Planning Board voted 5-0 on April 14, 2026, to approve a change of use for a dispensary at 370 South Riverside Avenue, with set hours of 9:30 a.m. to 9 p.m. The applicant does business as Mindset Cannabis Shop, the same name as the licensed shop on Tarrytown's Main Street. OCM lists the Croton license as active but the store as not yet operating, so it counts as licensed, not yet open, per OCM.

Beyond Croton, OCM's data shows about twenty Westchester locations with an active license and no open storefront, most of them in New Rochelle, Yonkers and White Plains. Some will open in 2027; some never will. A license is not a store until OCM lists it as operating.

How to check that a shop is licensed

The quickest test is at the door: licensed dispensaries post a QR code, and adults can verify licensed status via the OCM QR code at cannabis.ny.gov. A scan should return the shop's name and address. If it doesn't, or there is no code, the store is not a licensed dispensary, whatever the window says. The full list of licensed Westchester shops lives at /dispensaries, and OCM keeps its own finder at cannabis.ny.gov.

Two rules travel home with any purchase. Adults 21+ may possess up to 3 ounces of flower and 24 grams of concentrate. And New York state law prohibits cannabis consumption on state-owned land and in public spaces, and that covers parks, sidewalks and train platforms alike.
