A recreational dispensary in Westchester is now a short trip from almost anywhere in the county. The state's license register lists about 30 operating adult-use storefronts with Westchester addresses as of 2026, concentrated in the cities and the Hudson River villages, with a few outliers in the northern towns. "Recreational" is the everyday word; New York's legal term is adult-use, and any adult 21+ with a valid government-issued photo ID can shop at these stores, no medical card required.
What follows is the county by town, grouped by the Metro-North line that serves each one, since that is how most of Westchester moves.
Recreational versus medical
Two kinds of storefronts show up on maps. Adult-use dispensaries sell to anyone 21+ with ID. Medical dispensaries, run by the registered organizations that operated New York's medical program before adult-use sales began, serve certified patients. In White Plains, the Etain location at 75 Mamaroneck Avenue, registered with the state under the name Fluent, is listed by the state as not operating for adult-use sales. Anyone without a patient certification should stick to the adult-use list below.
Harlem Line: White Plains and Mount Vernon
White Plains carries the largest group in central Westchester. Shops on the state's verification page:
- The Purple Owl Dispensary, 405 Mamaroneck Avenue
- Leafology Cannabis Company, 244 Main Street
- Starlife Dispensary, 1 Hall Avenue
- Cannabis Realm NY White Plains, 475 Central Avenue
- NY Flos, 45 Aqueduct Road
The register adds a sixth operating location at 1200 Mamaroneck Avenue, open since late 2025.
Mount Vernon, at the county's southern edge, has three:
- Elevate, 127 South Terrace Avenue, the first adult-use dispensary in Westchester, open since December 2023
- Nuna Harvest, 696 Locust Street, in the Fleetwood section
- Good Vibes NYC, 418A East Sandford Boulevard, open since August 2026
Hudson Line: Yonkers to Peekskill
Yonkers has the deepest bench in the county, most of it along Central Park Avenue, which is a driving corridor rather than a train one:
- The Plant, 2595 Central Park Avenue
- NUG Yonkers, 2371 Central Park Avenue
- Central Budz, 2245 Central Park Avenue
- Skones Dispensary, 743 Central Park Avenue
- Cloud Nine Legal Cannabis Dispensary, 305 Saw Mill River Road
- Toke Cannabis Westchester, 471 McLean Avenue
North along the river, each of the Rivertowns and river villages with a shop has one or two:
- Hastings-on-Hudson: The Highline, 45 Main Street, open since March 2026
- Tarrytown: Mindset Cannabis Shop, 51 Main Street
- Sleepy Hollow: Art of Flower Farm & Dispensary, 25 Beekman Avenue, a microbusiness that grows what it sells (the verification page lists it as Quality High Farm & Dispensary)
- Ossining: Up the River Cannabis Dispensary, 34 Main Street, and Lucky Leaf, 50 North Highland Avenue
Peekskill has four: Valley Greens, 939 Central Avenue; Cloud 914, 807 Washington Street; Peek Buds, 1719 Main Street; and Piffords, 500 Highland Avenue. Kings House of Fire is just east on Route 6, at 3006 East Main Street in Cortlandt Manor.
New Haven Line: New Rochelle
New Rochelle has three operating on the register:
- HighLife Health, 19 Huguenot Street, downtown
- The Cannabis Reserve, 1307 North Avenue
- Soulful Matter, 365B North Avenue, which opened in September 2026
The Sound Shore villages east of New Rochelle, from Larchmont to Rye, have no operating licensed shop of their own.
Northern Westchester
Away from the river towns, northern Westchester has almost no licensed shops. The one outlier is Purple Plains, 32 Westchester Avenue in Pound Ridge, open since April 2024, which serves the northeast corner of the county by car.
Why the map looks like this
New York's 2021 cannabis law let each city, town and village decide whether to allow dispensaries, and a number of Westchester villages and towns opted out. That is why the licensed shops cluster in the cities and a handful of river villages while long stretches of the county have none. An opt-out does not change what a resident can legally possess; it only keeps stores out.
The register also lists several approved Westchester locations that are not open yet, plus a few licenses marked inactive. A storefront with a sign but no listing as operating is not a plan. The verification page plus a phone call is the safer guide.
Before the visit
- Verify first. Verify licensed status via the OCM QR code at cannabis.ny.gov. Every licensed shop posts the code near its entrance, and a scan rules out the unlicensed storefronts that look the same from the sidewalk.
- ID. Adults 21+ only, with a valid government-issued photo ID. Out-of-state licenses are accepted.
- Limits. Up to three ounces of flower and 24 grams of concentrate in possession.
- Edibles. Start low, go slow, and read the serving size on the label.
- Tax. A 9 percent state and 4 percent local retail cannabis tax applies at checkout.
- The commute home. Purchases stay sealed. New York state law prohibits cannabis consumption on state-owned land and in public spaces, and that includes station platforms and the trains themselves. Driving impaired is illegal.
Every licensed address in the county is on the dispensary map, and what's on around Westchester this season is on the events calendar.
